The United Nations Security Council recently voted against a resolution put forward by Russia and China that would ban member states from placing weapons of any kind in space. The vote, which reflects growing tensions over the militarization of space, is not the first such move by the two nations.

A resolution in response to a US-Japanese initiative

In late April, the United States and Japan proposed their own resolution to specifically ban the deployment of weapons of mass destruction in outer space. Russia and China then proposed an amendment to this resolution to forever prohibit the placement of weapons and the threat of use of force in outer space. When the resolution was voted on, thirteen countries voted in favor, China abstained, and Russia voted against, ultimately resulting in a veto. On May 20, Russia and China then presented a new resolution that largely reiterated their previous amendment. It was rejected by a vote of seven in favor, seven against, and one abstention from Switzerland. This rejection highlights the persistent disagreements and complex geopolitical dynamics surrounding the issue of the militarization of space.

Tense exchanges between diplomats

The exchanges between the representatives of the United States and Russia were particularly tense after the vote. Vassily Nebenzia, the permanent representative of Russia to the UN, expressed regret at the rejection of the resolution, accusing Western countries of not supporting the idea of “the preservation of space exclusively for peaceful use”In response, U.S. Deputy Ambassador Robert Wood criticized the resolution, calling it “fallacious” and affirming that the United States will continue to promote responsible, peaceful and sustainable space activities. Wood also highlighted Russia’s troubling actions in space. The rejection of the resolution also drew mixed reactions from experts and representatives of other countries. Paul Meyer, Canada’s former ambassador for disarmament, notably criticized the major space powers for their negative and quarrelsome attitude which seems more focused on rivalry than on constructive dialogue.

Accusations of militarization of space

The vote comes amid heightened tensions, with recent accusations from the United States that Russia has launched an anti-space weapon, known as the Cosmos 2576in the same orbit as a US satellite. The capabilities and mission of this Russian satellite remain unknown, but it is suspected of being in orbit close to a US spy satellite named USA 314. More generally, the United States, Russia and China continue to deploy satellites with often secret capabilities, apparently designed to disable or disrupt the spacecraft of other nations. We also know that the United States has established units of the US Space Force dedicated to targeting adversary satellites, even conducting “simulated combat in orbit” exercises. Ultimately, recent initiatives and votes in UN Security Council illustrate the deep divisions among the major powers and underline the urgent need for constructive dialogue to prevent an arms race in space that could have devastating consequences for global security.
